StarBase 12 serves as the headquarters for StarFleet. Headquarters of StarFleet Command and gathering place of the Council of Admirals, Star Base 12 is the center of operations for the Fleet. The Star Base also serves as the center of StarFleet Operations which include the departments which serve as functional arms of StarFleet providing services to and on behalf of the Fleet. This includes departments such as Security, Corps of Engineers, and Diplomacy.
